Why is it the bigger largemouth bass seem to get spooked when a lure hits the water in early spring?

I am fishing in small ponds in Maryland, and I can see quite a few larger bass, but the instant a lure hits the water, they scatter. Some of the smaller ones are biting, but none of the big ones I can see near the edges of the water. Does it have to do with the spawn? Any tips would be appreciated
