Why is there a size limit on largemouth bass when they don't taste good legal size?

It makes no sense that they have a size limit (min. 14") to keep a largemouth bass. They don't taste good when they're over 10 inches or so. Smaller ones do taste good, but they're not legal to keep. (I had to keep one last year because it swallowed the hook and would die anyway). But perch and crappies grow big too, and there's no size limit on those. And they taste good any size, better than bass of any size.
